Because of his family, he was also a Paramount Chief of the Lau Islands. This meant he had a special role in leading his people. He held many titles, such as Tui Lau and Tui Nayau. These titles came from his family history and traditions.

Mara spent many years studying in different parts of the world. He went to school in Fiji and then moved to New Zealand. At the University of Otago, he studied to become a doctor. He did not finish his medical studies, though. A mentor named Ratu Sir Lala Sukuna wanted him to lead the nation. Because of this, Mara moved to the United Kingdom to study history. He graduated from Wadham College at Oxford University in 1949.

In 1970, Fiji became an independent country. This meant it was no longer ruled by the United Kingdom. Mara became the first Prime Minister of Fiji during this time. He served in this role for many years until 1992. He also served as the President of the Republic from 1993 to 2000.

During his time as leader, he worked to help his country grow. He even tried to create a government where different groups worked together. He wanted everyone in Fiji to be part of the nation's success.

Fiji faced some very difficult and unstable times during his leadership. In 1987, there were military coups that changed how the country was run. Mara was called back to lead the country again during this hard time.

In 2000, another major crisis happened when gunmen took over the Parliament. This event was a coup that targeted the government leaders. Mara was the President when this happened. He refused to give up his belief in the country's Constitution. This was a very brave choice during a scary time.

Even though the crisis was hard, Mara remained a respected figure. He was often seen as a father figure to the people of Fiji. He eventually left his office after the events of 2000. A court later said his replacement was not legal, but Mara chose to step down. He wanted to prevent more trouble for his country.
