He lived from 1814 to 1872. Balta began his military career at a very young age. He entered the Military College when he was only 16 years old. After three years of study, he graduated as a sergeant. He worked his way up through the ranks for many years. By the time he was 38, he was a colonel. He took part in many different movements and battles in Peru. These experiences helped him move into the world of politics.

Balta helped change the government several times. In 1865, he helped Mariano Ignacio Prado take the presidency. Later, in 1867, Balta led a movement against Prado. He worked with General Pedro Diez Canseco in the city of Chiclayo. This movement forced Prado to resign from his position. In the next election, Balta campaigned very hard for himself. He won with 3,168 votes. He became the President of Peru on August 2, 1868.

As president, Balta wanted to make big changes for his country. He wanted to build many new things to help Peru grow. One of his biggest goals was building a railroad system. In 1861, Peru only had 90 miles of railroad tracks. By 1874, the system grew to 947 miles. He also built new bridges and large docks on the coast. He even started the School of Agriculture in 1869. He helped build the neighborhood of La Victoria and the Palace of the Exhibition.

To pay for these huge projects, Balta had to find a lot of money. He made a deal with a French company called Dreyfus Hnos. This company had a monopoly on selling guano. Guano is bird waste that is used to help plants grow. The government signed a contract with the company in 1869. This contract was approved by Congress in 1870. While this brought in money, it also caused problems. The government had to ask for many loans to pay for the railroads. This caused Peru to fall into a very large debt.

In 1872, things became very difficult for the government. A man named Tomás Gutiérrez led a rebellion to take power. On July 22, 1872, Balta was taken prisoner during this coup. While he was in his bed, he was shot by three officers. This happened because Marceliano Gutiérrez ordered the act. This was a very sad end to his time as leader. Even though his life ended this way, his work left a mark. A bridge in Peru is still named after him today.
