He was born on April 15, 1814, in Dorchester, Massachusetts. His family was very successful in business and education. His father, Thomas Motley, ran a large commission house in Boston. Motley became best known for his deep research into Dutch history. He wanted to write about the United Provinces in the Netherlands. To find the best facts, he moved his family to Europe in 1851. He spent five years looking through old archives in cities like Brussels and The Hague. This hard work led to his famous book, The Rise of the Dutch Republic, in 1856. He also wrote a four-volume work called History of the United Netherlands. These books were very popular and were translated into many languages.

Not everyone agreed with how Motley wrote his history. Some Dutch historians thought he was biased. They felt he favored the Protestant side too much. One historian named Robert Fruin admired his writing but suggested he needed more corrections. Another historian, Johannes van Vloten, was even more critical of his work. He believed Motley did not know the Dutch language well enough. Still, Motley's books helped many people learn about Dutch history.

He helped prevent European countries from joining the side of the Confederacy. Later, he served as a Minister to the United Kingdom. He was a member of several important groups, like the American Philosophical Society. Motley died in 1877 at Kingston Russell House. His life connected the history of America and Europe.
