At age 38, Howard was the youngest Treasurer since 1904. During his time as Treasurer, he became a supporter of free-market economics. This meant he favored deregulation and tax reform over older, more protective economic styles.

Political leadership for Howard was a process of persistence. He first became the leader of the Liberal Party in 1985. He replaced Andrew Peacock but lost the 1987 election to the Labor government. He was removed from leadership in 1989. However, he remained a major figure in his party. He was re-elected as leader in 1995, replacing Alexander Downer. This led to a landslide victory in the 1996 federal election. This victory finally made him the prime minister.
