It serves as the headquarters for both the Jalpaiguri district and the Jalpaiguri division. This division is quite large, as it covers the jurisdiction of five different districts in North Bengal. The city is located on the banks of the Teesta River and the Karala River. It sits at the foothills of the Himalayan mountain range. Because it is so close to the mountains, the landscape is very distinct.

The city is situated at a height of 89 meters above mean sea level.

The name of the city provides a clue about its natural history. It comes from two Bengali words: "Jalpai" and "Guri." Jalpai refers to the Ceylon olive, a fruit that once grew widely in the city and surrounding areas. Guri simply means a place. This tells us that the local environment was once defined by these specific trees. Today, the city is also known for its connection to its twin city, Siliguri. The two cities are merging to form the largest metropolis in the entire region.

The climate in Jalpaiguri is heavily influenced by its proximity to the Himalayas. Because of this location, the city receives a very high amount of annual rainfall. The average amount of rain is approximately 3400 mm each year. The monsoon season is a distinct period that lasts from June to September. July is often the wettest month, with about 917.3 mm of rain falling. In contrast, the rainfall drops significantly in December to only 3.3 mm. The air in the city is also known for having very high humidity.

Temperature patterns in the city change significantly between seasons. The annual average temperature is 24.8 °C. During the summer, temperatures can range from a minimum of 20 °C to a maximum of 35 °C. August is usually the hottest month, with an average temperature of 29.2 °C. On some peak summer days, the heat can exceed 37 °C. The highest temperature ever recorded was 40.9 °C on 21 July 1986. In the winter, the maximum temperature stays between 22 °C and 25 °C. The minimum temperature can drop as low as 2.2 °C, which was recorded in 1914.

Jalpaiguri has a long history of organized civic administration. The Jalpaiguri Municipality was established in 1885. This makes it the tenth oldest municipality in the state of West Bengal. The city is divided into 25 wards, and residents elect ward councillors. A chairman, currently Papia Pal, leads the municipal body. The municipality is responsible for providing essential utility services. This includes providing sanitation and potable water. Most houses in the municipal area are connected to a system that uses local groundwater.

The city is a major hub for education and legal services in North Bengal.
