He hoped this would allow him to act as a regent, or a person who rules for a child. Although the Latin aristocrats chose John of Brienne instead, Ivan Asen's efforts showed his political ambition.
In 1230, a major conflict changed the map of Southeastern Europe. Theodore Komnenos Doukas, the ruler of the Empire of Thessalonica, invaded Bulgaria along the Maritsa River. The two armies met at the Battle of Klokotnitsa in the spring of 1230. Ivan Asen personally led the reserve troops, which included 1,000 Cuman mounted archers. To show that Theodore had broken a previous peace treaty, Ivan Asen held a copy of the document high in the air during the march. The Bulgarian victory was decisive. Theodore was captured, and his empire soon collapsed.
Following this victory, Bulgaria became the dominant power in the region. Ivan Asen's troops conquered vast territories in Macedonia, Thessaly, and Thrace. He took control of important cities like Ohrid, Prilep, Serres, and Plovdiv. To manage these lands, he placed Bulgarian garrisons in key fortresses. He also appointed his own officials to collect taxes and govern. In Macedonia, he replaced Greek bishops with Bulgarian prelates. This expansion gave Bulgaria control over the Via Egnatia, a vital trade route between Thessaloniki and Durazzo.
The wealth from these new lands allowed Ivan Asen to fund massive projects. He established a mint in Ohrid to strike gold coins. He also began an ambitious building program in his capital, Tarnovo. He enlarged the imperial palace on Tsaravets Hill. He also built the Church of the Holy Forty Martyrs to commemorate his victory at Klokotnitsa. 
Ivan Asen II used many symbols to assert his imperial status. He imitated Byzantine emperors by sealing his official charters with gold bulls. He also styled himself as the "tsar of the Bulgarians, Greeks, and other countries." This title suggested he intended to revive the Byzantine Empire under Bulgarian rule.
