He is remembered as a master of cavalry operations in difficult terrain. Pliyev was unique because he combined traditional horse cavalry with modern mechanized units. These mechanized groups used tanks and other fast machines to increase speed. This hybrid method allowed his troops to move through areas where tanks alone might struggle. His ability to lead these mixed forces made him a highly respected commander.

Pliyev's tactical method relied on a concept known as deep battle operations. This strategy focused on breaking through enemy lines to strike deep into the rear. First, cavalry units would exploit a breakthrough in the front lines. Then, mechanized forces would follow to maintain momentum and speed. This sequence prevented the enemy from regrouping or fixing their defenses. By attacking the enemy's communications and supply lines, Pliyev's groups caused massive confusion. This approach was used successfully across Ukraine, Eastern Europe, and Germany.

His military career progressed through several distinct stages of command. He began as a student in the Red Army in 1922. After graduating from the Leningrad Cavalry School in 1926, he joined the Communist party. He later studied at the Frunze Military Academy and the Soviet General Staff Academy. Early in his career, he served as an instructor in Ulaanbaatar, Mongolia. By 1939, he was commanding the 48th Cavalry Regiment in the Belarusian Special Military District. These early roles provided the foundation for his later leadership in major conflicts.

During World War II, Pliyev participated in several of the most significant battles of the era. He commanded the 50th Cavalry Division during the early stages of Operation Barbarossa. He served as second-in-command under Lev Dovator during the Battle of Moscow. Pliyev's units were also central to the Battle of Stalingrad. In that battle, his forces helped complete an encirclement that trapped 330,000 German soldiers. Later, in 1944, he led successful operations during the Bereznegovatoye–Snigirevka and Odessa offensives.

His achievements earned him many of the highest military honors available. Pliyev was a two-time Hero of the Soviet Union. He received his first Gold Star on 16 April 1944 for his skillful command. He earned his second on 8 September 1945 after fighting in Manchuria. In 1971, he was also named a Hero of the Mongolian People's Republic.

His decorations included five Orders of Lenin and three Orders of the Red Banner. He also received two Orders of Suvorov, first class, and the Order of Kutuzov, first class.

In the post-war period, Pliyev rose to the rank of Army General in 1962. He held several high-level commands, including the Stavropol Military District and the 13th Army. One of his most notable later roles involved international politics. From July 1962 to May 1963, he commanded a group of Soviet forces in Cuba. This occurred during the Cuban Missile Crisis as part of Operation Anadyr. This period showed his transition from a battlefield tactician to a high-level strategic commander.

His work helped define how mobile groups could operate in modern, large-scale conflicts. He lived in Rostov-on-Don for a time before moving to Moscow. Pliyev died on 6 February 1979. He was buried in the Walk of Fame in Vladikavkaz. His legacy remains tied to the evolution of deep operations and mechanized cavalry.
