Long ago, the region had a very busy history of travel and trade. People moved to these coasts in traditional boats called balangay. These early settlers brought new ways of farming to the land. They traded many valuable things with merchants from China and Japan. They exchanged gold, silk, beeswax, and honey. They even used beautiful stoneware jars called burnáy. One famous site was the trading post of Bee Gan, which is now Vigan.

The Ilocos Region, also known as Region I, is an administrative region in the Philippines.

Ph ilocos.png
Ph ilocos.png
It is located in the northwestern section of Luzon. The region is bordered by the Cordillera Administrative Region to the east. To the northeast and southeast, it meets the Cagayan Valley. Central Luzon lies to the south. The South China Sea forms its western border. This region is composed of four provinces: Ilocos Norte, Ilocos Sur, La Union, and Pangasinan. It also includes the independent-component city of Dagupan. The regional center is San Fernando in La Union. This city serves as the main administrative hub. San Carlos City in Pangasinan is the largest settlement by population.

The region's population is diverse in its ethnolinguistic groups. According to the 2020 census, Ilocanos make up 58.3% of the people. Pangasinans represent 29.7% of the population. Tagalogs account for 4.1%. Various Cordilleran or Igorot indigenous groups also live there. These groups include the Itneg and the Isnag in the northern highlands. The Kankanaey and Ibaloi live in the southern highlands. These people arrived through different waves of migration over thousands of years. Their presence shapes the unique cultural identity of the region today.

History began with the Negritos, who inhabited the area as early as 30,000 BC. Later, Austronesian migrants arrived via the narrow coastal areas. They used traditional boats known as balangay, or biray. This movement is explained by the "Out of Taiwan" hypothesis. This theory suggests Neolithic peoples migrated from Taiwan to the Philippines. The first wave occurred 10,000 to 7,000 years ago. These settlers became the ancestors of the Cordillera groups. A second wave brought the Ilocanos to the northern coasts. It also brought the Pangasinans to the southern and southwestern zones.

As maritime trade routes grew, settlements became economic hubs. The Ilocanos were known as Samtoy in pre-colonial times. They traded goods with Chinese and Japanese merchants. Vigan was once a Chinese trading post called Bee Gan. This name means "beautiful shore." In the south, the Caboloan polity sat near the Agno River. Binalatongan served as its capital. The Pangasinan area became a maritime center near the Lingayen Gulf. Gold was a major trade item. It was moved along the Aringay-Tonglo-Balatok gold trail. Traders exchanged silk, beeswax, honey, and stoneware jars called burnáy. Archaeologists found Ming Dynasty porcelain in Agoo.

A famous find is the Bolinao Skull. This 14th or 15th-century skull featured teeth inlaid with gold.

Spanish colonization changed the region's political structure. In 1571, Manila became the Philippine capital. Soon after, conquistadors expanded into Northern Luzon. Martín de Goiti conquered Pangasinan between 1571 and 1573. In 1572, Juan de Salcedo led an expedition northward.

He reached Vigan on June 13, 1572. He founded Villa Fernandina de Vigan to honor Prince Ferdinand. Salcedo also encountered a Japanese settlement in Agoo. He named it "El Puerto de Japón." He was later granted the province of Ylocos as an estate. This area included modern Ilocos Norte, Ilocos Sur, Abra, and La Union. By the end of the 1700s, the region had many diverse families.

Resistance to Spanish rule was common in the north. Many uprisings occurred, such as the Basi Revolt in 1807.

These tensions led to the division of Ilocos into two provinces in 1818. Later, the Philippine Revolution brought new changes. General Manuel Tinio led the revolution in Northern Luzon.

He worked with Emilio Aguinaldo to fight Spanish forces. In the south, General Francisco Makabulos liberated Pangasinan. By August 1898, revolutionaries had taken control of towns like Laoag. This helped lead to the proclamation of Philippine independence on June 12, 1898.

The American period began after the Spanish-American War. The United States took control of the Philippines under the Treaty of Paris. American forces landed in the region in 1899. They pursued Emilio Aguinaldo during the Philippine-American War. While towns were occupied, guerrilla forces fought in the rural barrios.

One famous battle was at Tirad Pass in 1899. General Gregorio del Pilar defended the pass with 60 soldiers. Civil governance began in 1901 under William H. Taft. The Americans also introduced a public school system. They sent 600 teachers called Thomasites to help.
