A huge river runs through the valley. This is the Cagayan River. It is the longest river in the country. It flows from the mountains to the sea at Aparri. 
The region has five provinces. These are Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino. Two provinces, Quirino and Nueva Vizcaya, have no coast. They are landlocked. This means they are surrounded by land. These areas have many trees and high hills.
Many different groups of people live here. Some people grow tobacco on farms. Most people in the region can read and write. Tuguegarao is the largest city and the main center.

The history of this land involves many different groups of people. Long ago, the first people here were known as the Atta or Negritos. Later, other groups like the Ibanags and Itawes arrived. During the Spanish era, the area was much larger than it is now. It was once called Provincia de Cagayan. The Spanish used the Ibanag language to help people communicate. Over time, many other groups moved here too. These included Ilocanos, Tagalogs, and even people from China and India.
Many things have shaped how the region works today. In the past, many Ilocano people moved here to grow tobacco. Tobacco is still a very important part of the local economy. The region also has four main cities. These are Cauayan, Ilagan, Santiago, and Tuguegarao. Tuguegarao is the largest city and serves as the regional center.
Life in the valley can change with the weather. In November 2020, a big storm called Typhoon Ulysses hit the area. This caused the Magat Dam to release a lot of water. The extra water flowed into the Cagayan River and caused big floods.

These groups included the Ibanags, Itawes, Yogads, Gaddangs, Irayas, Malawegs, and Paranans. Historians believe these groups actually descended from a single ethnicity. During the Spanish colonial era, the territory was much larger. It was then known as Provincia de Cagayan. This old territory included parts of the modern Cordillera provinces. The Spanish used the Ibanag language as a lingua franca. This means it was the common language used for both civil and religious purposes. 
Over time, the population became even more diverse. Many Ilocano people migrated to the region during the 19th and 20th centuries. They moved there to work on large-scale tobacco plantations. This large migration caused the Ilocano language to replace Ibanag as the local lingua franca. Other groups like the Tagalogs, Kapampangans, and even foreigners like the Chinese and Arabs also settled there. Today, the people are known as Cagayanos. Tobacco remains a major factor in the local economy. However, special economic zones have been created to help diversify the economy.
The region has also faced significant political and environmental challenges. During the Marcos dictatorship, the area became a flashpoint for conflict. Many young people joined armed resistance movements. In Isabela, protests occurred over land rights for farmers. These protests involved the Roman Catholic Diocese of Ilagan. Additionally, logging concessions led to the loss of forest cover. This loss of trees contributed to widespread flooding in later years. In November 2020, Typhoon Ulysses caused massive flooding. This happened because the Magat Dam had to release large amounts of water. The overflow went into the Cagayan River and flooded parts of Cagayan and Isabela.
Despite these challenges, the region shows high levels of development. A 2019 literacy survey found that 93% of citizens are functionally literate. This is the 5th highest rate among the 17 regions of the Philippines. The region continues to manage its diverse geography and growing population. From the islands of Batanes to the mountains of Nueva Vizcaya, the landscape is very varied.
