He was even the governor of Ulster for a time. In 1570, he was made a knight by Sidney. During this time, he also served in the English Parliament. He represented Plymouth and later Queenborough.

Gilbert had many big ideas for the future. He wanted to find a Northwest Passage. This was a sea path from America to China. He thought a route through the north was too foggy. He argued that the Northwest Passage was much better. He even wrote a book about this idea. He also helped plan a new school in London. This school later became Gresham College.

He spent a lot of his own money on these trips. In 1578, he sailed with seven ships from Plymouth. Bad storms pushed his fleet back to port. In 1579, he led a smaller group of three ships. One of these was a small ship named the Squirrell. He also commanded a ship called the Anne Ager. These trips were very hard and often failed.

Gilbert wanted to build new lands for England. He hoped to settle in North America. He wanted to claim huge areas of land. He planned to take nine million acres near a river. He worked with many investors to find the money. He wanted to challenge other strong lands in the ocean. His work helped start the English empire in America.
