He was highly respected for his strong and authoritative way of managing games. Many people, including players and managers, praised his skill on the field. Webb grew up in Rotherham, Yorkshire. His father was also a referee for 35 years. This family connection likely helped him understand the job. He even worked as a police officer with the South Yorkshire Police. He took leave from the police to focus on his soccer career.

Webb started his journey in local leagues in 1989. He worked as an assistant referee in the Northern Counties East League starting in 1993. Two years later, he became a full referee for that league. By 1998, he was an assistant in the Premier League. In 2000, he joined the National List of Football League referees. Three years later, he joined the Select Group of professional referees. This group allows officials to lead Premier League games. His first top-tier game was on 18 October 2003. It was a match between Fulham and Wolverhampton Wanderers that ended in a 0–0 draw.

His career reached amazing heights on the world stage. In 2005, he was added to the FIFA international referees' list. This allowed him to work in many different countries. In 2010, he achieved a very rare feat. He became the first person to referee both the UEFA Champions League final and the FIFA World Cup final in a single year.

He also led important English matches. These included the FA Cup final and the FA Community Shield. He even worked the 2007 League Cup final in Cardiff. That match was very intense and included a large brawl on the pitch.

Webb handled many difficult moments with honesty. During the 2007 League Cup final, he had to show three red cards. This was the first time that many red cards were shown in such a final. In 2009, he made a mistake during a match involving Manchester United. He awarded a penalty that he later admitted was wrong. However, he said he awarded it honestly. He was also a regular blogger during the 2009 Confederations Cup in South Africa. He used his blog to share his personal experiences as a referee.

The 2010 FIFA World Cup in South Africa was a major part of his history. He refereed the final match between the Netherlands and Spain at Soccer City stadium. This was the first time an English referee led a World Cup final since 1974. The match was very hard to control. Webb issued 14 yellow cards during this game. This was more than double the previous record from 1986. After his career ended in August 2014, he became a technical director. He now helps lead and teach other match officials.
