Hikvision is a major Chinese manufacturer of video surveillance equipment.

The company is headquartered in Hangzhou, Zhejiang. It provides technology for both civilian and military purposes. Hikvision is partly state-owned, which means the Chinese government has a significant interest in the company. This ownership structure has led to many international debates. Many countries worry about how the company's technology is used. These concerns often focus on national security and human rights.

Modern surveillance technology uses complex digital processes to monitor environments. Hikvision produces cameras that use computer vision technology to analyze images. This allows the hardware to perform specific tasks like facial recognition. It also enables license plate recognition for vehicles. Some specialized equipment includes thermal and optical bi-spectrum systems.

These systems can detect heat signatures to see in the dark. Other software tools are designed to track "key people" or detect specific ethnic groups. These technologies work together to create a system of mass surveillance. This means large numbers of people can be monitored at once.

Ownership of Hikvision is divided between private and state interests. A large part of the company is owned by China Electronics Technology HIK Group Co., Ltd. This group is a subsidiary of the China Electronics Technology Group. That larger group is a state-run enterprise. It is supervised by the State-owned Assets Supervision and Administration Commission of the State Council. Individual shareholders also hold stakes in the company. For example, Gong Hongjia was a major individual shareholder with a 13% stake. These connections lead some groups to believe the government controls the company's direction.

The company began in 2001. It was founded by Zhejiang HIK Information Technology Co., Ltd. and Gong Hongjia. Since 2010, Hikvision has been listed on the Shenzhen Stock Exchange. The company has expanded its technical capabilities over time. In 2016, it began using Movidius computer vision technology. In 2017, it established a subsidiary called Hikstorage to make storage devices. In 2021, it won a $33 million project in Shanghe County, Shandong. This project involved 1,900 smart cameras for a "smart city" initiative.

Many governments have imposed sanctions on Hikvision due to human rights concerns. In 2019, the U.S. government placed the company on the Entity List. This was because officials said the cameras were used to monitor Uyghurs and other minorities in Xinjiang. Since then, many countries have taken action. The Indian government banned Hikvision from military and high-security areas in 2020. The European Parliament removed thermal cameras from its premises in 2021. Australia and New Zealand also restricted or stopped buying the equipment for government use. In 2023, Ukraine declared the company an "international sponsor of war."

Sanctions are legal tools used by nations to restrict trade or influence behavior. Hikvision has responded to these actions by hiring experts. They hired Pierre-Richard Prosper to advise on human rights compliance. They also hired several lobbyists to talk to U.S. officials. These lobbyists include former senators and congressmen. Hikvision has stated that the U.S. decisions have no factual basis. They have urged the government to re-examine these sanctions. Despite these efforts, many restrictions remain in place globally.

Cybersecurity is another major area of concern regarding Hikvision products. In 2017, experts found a vulnerability in several camera series. This flaw could allow an attacker to take over a user's identity. In 2021, reports suggested some cameras automatically opened communication channels with addresses in China. This raised questions about data privacy and security. To address these issues, Hikvision hired FTI Consulting to perform cybersecurity audits. These audits are meant to check the safety of their digital products. The debate over security and surveillance continues to grow.
