The city has a tropical wet and dry climate. This means the weather changes between wet and dry seasons. Many people live in the different parts of the city. In 2020, the city was divided into areas like Bar Dege and Pece. The total population was projected to be 177,400 people. People in the area speak many languages. These include Luo-Acholi, Lango, Swahili, and English.

Gulu has a difficult history from the past. During the 1990s, a group called the LRA caused much violence. Up to 15,000 children fled to the city every night for safety. These children were known as "night commuters." Later, the government moved many people into camps. At one time, two million people lived in these camps. By July 2009, most people were able to return to their villages. Since 2007, the region has seen much more peace.

Learning and health are important in Gulu. Gulu University is a large school in the city. It teaches subjects like medicine, business, and agriculture. There are also three main hospitals for the people. These are St. Mary's Hospital Lacor, Gulu Regional Referral Hospital, and Gulu Independent Hospital. A center called Thrive-Gulu also helps people with different therapies. The city even has a stadium for sports. The Pece War Memorial Stadium can hold 3,000 people.

Many ways to move and live are changing in Gulu. The government finished a large water project in 2020. This project used millions of dollars to help people get clean water. They also built new toilets and a sewage plant. For travel, there is a railway station in the city. A commercial train began running through Gulu again in 2013. This happened after many years of the tracks not being used.
