Fuzhou has experienced many different periods of rule and change. During the Han dynasty, the area was part of the Minyue people. In 110 BC, the Wu Emperor defeated Minyue during the Han–Minyue War. This led to the annexation of the territory into China. Later, during the Jin dynasty in 282, people built artificial lakes. These were known as the East Lake and West Lake.

A canal system was also constructed during this time. The core of modern Fuzhou grew around these water systems. Although the lakes no longer exist, they shaped the city's early layout. During the Tang dynasty, the city was formally renamed Fuzhou in 725.
