In Japan, people also sent children to live on farms long ago. They thought farms were better than busy cities. In Australia, this was called "boarding-out."

Foster care can be hard for some. Many children face health or money problems. It can also be hard for the workers. Social workers often have too much work to do. This makes it hard to help every child well. In Cambodia, the government is working to improve care. They want to help children find good homes instead of living in orphanages.
