But the workers did not always agree. Some wanted to change laws. Others did not want a government at all. 
These big fights caused the group to split. They even moved their meetings to New York.

In the 1860s, many workers lived in hard conditions. 

Karl Marx was a key leader in the group. He wrote the rules for the International. He believed workers should use political power to change things. But not everyone agreed with him.

Later, a man named Mikhail Bakunin joined. He led a group called the anarchists.

They used national secretaries to form an executive body.

The Second International was made of national social democratic parties. The First International proved that workers could organize across national borders.
