In 1994, Samper ran for president again. The race was very close against Andrés Pastrana. In the first round, Samper got 45.2% of the vote. Since no one got more than half, there was a second round. Samper won the second round with 50.37% of the vote. He was sworn in as president in August 1994.

He made fighting drug cartels a top priority for his government.

After the election, a big scandal began. People claimed the Cali Cartel gave his campaign over $6 million. These donations were reportedly brought in colorful paper bags. This event became known as "The Elephant" because it was hard to ignore. Samper said the money was given behind his back. Many people, including his campaign treasurer, were arrested or investigated. Some of his helpers were even sent to prison.
