It is one of three letters known as the pastoral epistles. These letters are grouped with 1 Timothy and 2 Timothy. The letter is divided into three chapters. In total, it contains 46 verses. This writing matters because it explains how church leaders should act. It describes the duties for people called presbyters or bishops. These leaders help guide the community of believers.

This letter was sent to a man named Titus. We can learn about him in other parts of the Bible. For example, the book of Galatians says Paul traveled to Jerusalem with Barnabas and Titus. Titus also went to Corinth in Greece. There, he helped bring the Christian community back together with Paul. Later, Paul left Titus on the island of Crete. Titus was there to help organize the church. Some history books say he was the very first bishop of Crete. He eventually went to a place called Dalmatia, which is now Croatia.

People have many different ideas about who actually wrote this letter. Many believe that Paul the Apostle is the author. This is the traditional view held by many. Some scholars think Paul used an amanuensis to help him. An amanuensis is a person who acts as a secretary. They write down the words while the author speaks. This was a very common way to write letters in ancient times. Some think a person named Luke might have been the secretary for these letters.

However, other scholars have a different view of the letter's history. They believe the letter might be pseudepigraphical. This means it was written by someone else using Paul's name. These thinkers say the words and style do not match Paul's other letters. They think an anonymous writer made the letter after Paul died. Most of these scholars place the date between 80 and 100 AD. Some even suggest it could be as late as the end of the 2nd century. They often call this unknown author "the Pastor."

The letter also contains a very interesting and famous puzzle. It mentions a quote from a man who was a prophet in Crete. This man said that Cretans are always liars. This is a famous idea known as the Epimenides paradox. This part of the letter shows how the writer connected with local ideas. Even today, people study this letter to understand early church life. It helps us see how people organized themselves long ago. It shows how ideas and leadership changed over time.
