Efren's journey started in a very unusual way. He was born in Pampanga, Philippines, on August 26, 1954. When he was five, he moved to Manila to live with his uncle. His uncle owned a pool hall where Efren worked. Since he was too short to reach the tables, he stood on Coca-Cola cases to play. He won his first match for money when he was only nine years old. He spent many years playing different types of billiards to get better.

He worked very hard to become a world champion. In the 1980s, he went to the United States to compete. At first, he used the name "Cesar Morales" to hide his identity. He did this so he could play in matches without everyone knowing who he was. Later, he became famous at the U.S. Open 9-Ball Championship in 1994. He was the first player from outside America to win that big event. He defeated Nick Varner in the finals to take the title.

Efren has won more than 100 international titles during his career. He was the first person to win world championships in two different pool disciplines. In 1997, he played a huge match in Hong Kong called The Color of Money. He beat Earl Strickland to win a prize of $100,000. This was the largest single match prize in the history of pool. He also won the World Cup of Pool in 2006 and 2009 with partner Francisco Bustamante. In 2006, he won a tournament with a prize of $500,000.

His many wins have earned him many special honors. He was the first Asian player to join the Billiard Congress of America Hall of Fame in 2003. In 2024, he was also added to the new World Billiards Hall of Fame in China. Many people in the Philippines celebrate him as a great sportsman. He has even been featured on a Philippine stamp. Even though he is a legend, he still plays professional pool today. He also enjoys playing chess as a hobby.
