Education in China

society Maturity 5-7 Next article →

Education in the People's Republic of China is a massive, state-run system. It is managed by the Ministry of Education. This system follows a structure called nine-year compulsory education. This means all citizens must attend school for at least nine years. The government pays for this through a national education budget.

The compulsory journey begins with six years of elementary school. Children typically start at age six and finish at age twelve. After that, they enter middle school for three years. Once they graduate from middle school, students have choices. They can attend high school for three more years of secondary education. Alternatively, they can attend a vocational school to learn specific technical skills. In 2020, the Ministry of Education reported 34.4 million new students entering compulsory education. This brought the total number of compulsory students to 156 million.

China's higher education system has undergone major changes since the mid-1980s. In 1985, the government abolished tax-funded higher education. Instead, university applicants must now compete for scholarships based on their academic abilities. During the early 1980s, the government also allowed the first private higher learning institutions. This change helped increase the number of undergraduates and doctoral degree holders between 1995 and 2005. Today, the system is very large. In 2021, there were 3,012 universities and colleges in China.

Within the university system, there is an elite group known as the Double First Class universities. This group includes 147 National Key Universities. These schools represent about 4.6% of all higher education institutions in the country. China has also become a major hub for international students. By 2013, it was the most popular country in Asia for students from abroad. It is currently the leading global destination for Anglophone African students. China now hosts the second largest population of international students in the world.

The history of Chinese education shows a drive toward literacy and modernization. In 1949, the literacy rate was quite low, between 20 and 40 percent. The government used formal schooling and literacy campaigns to fix this. In the first sixteen years of communist rule, elementary enrollment tripled. College enrollment increased by more than four times. Following the Cultural Revolution, which lasted from 1966 to 1976, the focus shifted toward economic modernization. In 1985, the government moved responsibility for basic education to local governments.

Since the late 1970s, science and technology have become top priorities. This shift supported the "Four Modernizations," a plan to develop the nation. In 1986, training skilled personnel was assigned the highest priority. Vocational and technical skills were seen as essential for modernization. This era also saw an increase in research spending. Investment in research and development has grown by 20 percent every year since 1999. By 2011, this investment exceeded $100 billion.

Chinese students often show exceptional results on international assessments. In the Programme for International Student Assessment, or PISA, students from certain regions perform very well. These regions include Shanghai, Beijing, Jiangsu, and Zhejiang. These areas have outperformed many other education systems in reading, math, and science. Additionally, Chinese students are very successful in science competitions. As of 2022, China holds the highest all-time medal count in the International Mathematical Olympiad. It also leads in medals for physics, chemistry, and informatics.

While the system is highly successful, there are still challenges regarding equality. Funding for education varies between different regions. In rural areas, funding is often much lower than in major urban centers. Some rural areas still struggle to reach the goal of nine-year compulsory education due to a lack of teachers. To help, the government provides scholarships, work-study programs, and subsidies. These measures aim to ensure that students from low-income families can still access higher education.
