The origins of the city are linked to the 7th century. According to the writings of Constantine VII, refugees from the Roman city of Epidaurum founded the settlement.

These refugees fled after Epidaurum was destroyed by Slavic incursions. They settled on a rocky island known as Lausa.

The name Ragusa may be a corruption of this word for rock or stone. Other theories suggest the name comes from a Proto-Slavic word meaning "oakwood."

Archaeological finds support a very long history in this area. Excavations in 2007 found an 8th-century Byzantine basilica.

Researchers also found ancient coins from the 3rd and 2nd centuries BC. This shows people lived there even in the pre-Christian era.

For much of its history, the city lived under different powers. It was once under the protection of the Byzantine Empire. Later, it fell under the sovereignty of the Republic of Venice.
