These clocks had different scales for different months. At the summer solstice, a single daylight hour could last 75 minutes. By the winter solstice, that same hour lasted only 44 minutes. This meant that "hours" actually changed length depending on the season. 
Modern proposals for DST emerged in the late 19th and early 20th centuries. In 1895, George Hudson, an entomologist from New Zealand, proposed a two-hour shift. The first actual implementations of DST were local or wartime measures. The cities of Port Arthur and Fort William in Ontario, Canada, were the first to enact it in 1908. The first nations to use it on a large scale were the German and Austro-Hungarian Empires. They began using it on 30 April 1916 to conserve coal during World War I. 
There are many debates regarding the significance of DST. Supporters argue it reduces energy consumption by lowering the need for artificial lighting. However, the actual effect on total energy use is heavily disputed. Experts must consider the energy used for heating, cooling, and driving vehicles as well. Interestingly, farmers have often opposed DST. Their schedules are dictated by the sun, such as morning dew or milking cattle. Changing the clock can create challenges for agricultural routines.
In the United States, the rules for DST have changed many times. It was standardized by the Uniform Time Act of 1966. In 1974, President Richard Nixon signed a law for year-round daylight saving time. This was unpopular because people had to commute to work in the dark during winter. By October 1974, President Gerald Ford signed a law to repeal it. Today, DST remains a common practice used to balance human schedules with the natural movement of the sun.
