He was the longest-serving prime minister in the country's history. He held this top job from 1991 until 2004. Before he led the whole nation, he was the Mayor of Reykjavík. He served in that city role from 1982 to 1991. He was also the chairman for the Independence Party for many years. He was a very powerful figure in Icelandic politics.

As Mayor, Davíð helped change how the city worked. He wanted more economic freedom for the people. He worked to sell government assets to private companies. One big change was merging a large fishing firm called Grandi. This helped make it one of the largest fishing companies in Iceland. He also helped build important places in the city. These included the Reykjavík City Hall and the Perlan restaurant. He even helped build a new theater house in 1989.

Davíð's time as prime minister involved many big decisions. He led different groups of parties to form his government. In 1991, he worked with the Social Democrats. Together, they helped the Baltic countries, like Estonia, Latvia, and Lithuania. Later, from 1995 to 1999, he worked with the Progressive Party. During these years, he cut many taxes to help businesses grow. This led to a lot of economic growth for many families.

However, his leadership also brought much debate and trouble. Davíð supported the United States in wars in Afghanistan and Iraq. This was not popular with everyone in Iceland. Later, a huge financial crisis hit the country between 2008 and 2011. Some people believed his economic choices helped cause this crisis. Time magazine even listed him as one of 25 people to blame.
