Mexico had a new set of rules called the 1917 Constitution. These rules said the state and the church must be separate. President Plutarco Elías Calles wanted to enforce these rules strictly. He passed the Calles Law to limit the Church. The law said priests could not be in politics. It also said they could not wear religious clothes in public.
