The title "commander" serves many different purposes across various organizations. It can be a specific military rank used to define an officer's status and pay. It can also be a job title that describes a person's specific leadership role. In many settings, the word tells us exactly what a person is responsible for managing.

This distinction is important because a person's rank and their job title do not always match.

In naval history, the term has a very specific origin. During the 18th century, the title was "master and commander." This described officers who led ships of war that were in a middle size category. These ships were too large to be led by a lieutenant. However, they were too small to require a post-captain. These vessels were usually unrated sloops-of-war with no more than 20 guns. The officer served as his own master. The Royal Navy shortened the title to "commander" in 1794. In the United States, the rank was called "master commandant" until 1838.

Today, the rank of commander is primarily used in navies and air forces. In the NATO system, it is assigned the rank code OF-4. In the United States Navy, Coast Guard, and Public Health Service, it is a senior-grade rank. This is known as the O-5 pay grade.

A commander in these services ranks above a lieutenant commander (O-4) and below a captain (O-6). One unique detail in the U.S. Navy is that commander is the first rank where the officer wears an embellished cap.

Different countries apply the rank in unique ways. In Romania, the rank of commander is used in both the Air Force and Naval Forces. There, it is equivalent to the army rank of Colonel, which is an OF-5 rank. In Scandinavia, the rank is used in the navies of Denmark, Norway, and Sweden. In the United Kingdom, the Royal Navy uses the rank for officers who might command a frigate, destroyer, or submarine. The Royal Air Force uses the term "wing commander" as an equivalent rank. This wing commander is equal to a lieutenant colonel in the army.

In many land-based armies, "commander" is used as a job title rather than a formal rank. This title is attached to the specific unit the officer leads. For example, in the U.S. Army, a captain might be a "company commander." A lieutenant colonel might serve as a "battalion commander." The title can scale up to much larger groups, such as a "brigade commander." In the U.S. Air Force, the title is used for various levels, including flight, squadron, group, and wing commanders.

Law enforcement also uses the title for high-level leadership. In the United Kingdom, Commander is a chief officer rank within the Metropolitan Police and the City of London Police. In the Metropolitan Police, this rank was introduced in 1946. It sits above the rank of chief superintendent.

In the City of London Police, a commander is junior to an assistant commissioner. Outside of London, the rank is often equivalent to an assistant chief constable.

Beyond the military and police, the title appears in science and aviation. Since the era of Project Gemini, NASA has designated one crew member as the mission commander. This person acts as the captain of the spacecraft. They make critical, real-time decisions for the crew while coordinating with the Mission Control Center. In civil aviation, the term "aircraft commander" is used to identify the pilot in command. This distinguishes the person responsible for the flight from the technical airline rank of captain.
