Collective responsibility is a big idea about how groups are held accountable. It means an entire organization, group, or society is blamed for an action. Sometimes this takes the form of collective punishment. This is when a whole group is punished for what one person did. This can happen in places like boarding schools or military units. In a school, a teacher might punish a whole class for one student's mistake. This can cause people in the group to feel lonely or distrustful of each other.

In the world of business, this idea is used in a different way. Companies often talk about corporate social responsibility. Sometimes, an entire workforce is held responsible if a company misses a goal. This might happen even if some individual teams did a very good job. Businesses might use collective measures to try to teach workers to do better. In politics, some countries use a rule called collective responsibility for their leaders. This means all members of a government cabinet must support every decision they make. If a leader disagrees publicly, they must resign from their job.

History shows us many very serious and difficult examples of this concept. During World War II, German forces used collective responsibility in Poland. They punished entire families if they helped people of Jewish faith. For every German killed by a Pole, between 100 and 400 Poles were shot. This was a very violent way to respond to conflict. After the war, many ethnic Germans in Europe were also blamed for Nazi crimes. This led to many people being treated very poorly during their expulsion.

Religious texts also talk about groups being responsible for certain actions. In the Jewish faith, there are different kinds of sin. Some are seen as offenses against other people, while others are against God. The Book of Jeremiah and the Old Testament contain stories about this. Some stories describe entire communities being punished for the actions of most members. For example, the account of the Flood is a famous story. The Bible also tells of the rainbow as a sign of a new promise to all living things.

Many thinkers in ethics study whether collective responsibility is actually fair. Most people who study ethics are called individualists. They believe that only the person who does an act should be responsible. They argue that blaming a group denies the responsibility of the individual. Scholar A. Dirk Moses has said that blaming whole groups is very dangerous. He believes this kind of thinking can lead to genocide. Today, most modern criminal laws agree that guilt should only be personal.
