He started as a referee in the NHL. He worked in that role from 1933 to 1939. During that time, he saw many famous games. He also served as a soldier in the Canadian Army. He rose to the rank of lieutenant colonel. After the war, he became the president of the NHL. He held this job from 1946 to 1977.

As president, he helped the league grow. In 1967, he helped double the size of the league. This was a very big step for hockey. He was known for working very hard. He often worked 18 hours in his office each day.

Some parts of his job were very difficult. In 1955, he suspended a star player named Maurice Richard. This led to a large riot in Montreal. Fans were very angry with his choice. Even with hard times, he stayed in his role. People honored him for his long career. He was put into the Hockey Hall of Fame in 1966. The league also made the Clarence S. Campbell Bowl. This trophy is given to a playoff champion.
