Beyond politics, it is a major center for culture and commerce. It contains the West End, which includes famous shopping areas like Oxford Street and Regent Street. The entertainment district of Soho is also within its borders. This area makes Westminster a primary destination for visitors to London.

Geographically, Westminster sits in the heart of Greater London, England. It borders the City of London to the east, with the boundary marked by Temple Bar. To the north-east lies Camden, while Brent is to the north. The borough also shares borders with Kensington and Chelsea to the west. To the south, it is bordered by Wandsworth and Lambeth. These two southern boroughs are separated from Westminster by the River Thames.

Charing Cross serves as the notional center of London. This is the specific point from which all distances from London are measured.

The urban landscape of the borough is highly diverse. It features massive green spaces like Hyde Park and most of Regent's Park.

Central areas are dense with landmarks like Buckingham Palace and Trafalgar Square. However, the borough also includes quieter inner suburbs. These include residential areas such as St John's Wood, Maida Vale, and Belgravia. Transportation is a key feature of the area's structure. Major stations like Victoria, Marylebone, and Paddington provide essential links to the rest of the country.

Historically, Westminster began as a separate settlement from London. Following the depopulation of Roman London in the 5th century, an Anglo-Saxon settlement grew to the west. This area was associated with the Middle Saxons and was sometimes called Lundenwic. In the mid-11th century, King Edward the Confessor began building an abbey at Westminster.

He also built a palace between the abbey and the river. This move established the seat of government at Westminster. It drew power and wealth away from the old City of London. Westminster was eventually declared a city in 1540 when the abbey became a cathedral.

Administrative changes have shaped the modern borough over many centuries. Historically, the area was part of the county of Middlesex. In 1889, the County of London was created to manage the growing metropolis. This was later replaced in 1965 by the larger Greater London area. The modern City of Westminster was formed during these 1965 reforms. It was created by merging three former metropolitan boroughs: Westminster, Paddington, and St Marylebone.

Today, the local authority is the Westminster City Council. The council meets at the Westminster Council House, also known as Marylebone Town Hall. Its main offices are located at Westminster City Hall on Victoria Street.

Demographics in the borough show a complex and changing population. According to the 2021 census, the population was 204,300 people.

Religious identity also varies significantly across the borough. While many residents identify as Christian, a growing number report having no religion. The Muslim community also represents a significant portion of the population. Economic data shows notable patterns in housing and income. Westminster has the highest proportion of private rented accommodation in England. It also experiences high levels of pay inequality compared to other London boroughs.

The borough's identity is defined by its dual role as a political and cultural capital. It maintains its own city status, separate from the City of London. This distinction is a remnant of its long history as a royal and religious center. The management of the area is now part of the broader Greater London system. Since 2000, the Mayor of London has helped lead this larger administrative region. Westminster remains a central piece in the complex puzzle of London's governance and social structure.
