In 1921, Chang went to the United States to study. He went to Manhattan College. After he finished school, he returned to Korea. He worked as a teacher and a school principal.
Chang helped his country in many ways. In 1948, he led a group to the UN General Assembly. The UN recognized South Korea as a free nation. In 1949, he became the first ambassador to the United States. 
Chang served as vice president for a time. He also served as prime minister. He led the government after a large protest.

During this time, he also entered the Secular Franciscan Order. After graduating in 1925, he traveled to Italy to meet Pope Pius XI.
Before entering politics, Chang focused heavily on education and the Catholic Church. He worked as a professor of Korean language and translation. He also served as a leader for the laity in the Pyongyang archdiocese. Chang published several books, including works on religious terms and Catholic history. 
Chang's political career began with important diplomatic missions for the new Republic of Korea. In 1948, he led the South Korean delegation to the UN General Assembly. 

As a leader in the First Republic, Chang faced significant political challenges. He was appointed prime minister in 1950, though he initially declined the role. From 1956 to 1960, he served as the vice president of the country. During this period, he was a major figure in the opposition to President Syngman Rhee. Chang faced intense pressure and even survived an assassination attempt by a sniper in 1956. 
The transition to the Second Republic changed how the government functioned. In 1960, the April Revolution, a student-led uprising, ousted the Rhee administration. In response to the previous government's abuse of power, South Korea adopted a parliamentary system. Under this new system, Chang Myon was elected prime minister in August 1960. He became the de facto chief executive of the nation. This meant he held the real power to run the government and its cabinet.
Chang's time as prime minister was difficult due to socioeconomic instability. However, he remained a true believer in democracy and avoided using dictatorial methods. One of his most lasting achievements was designing the first five-year economic development plan. This plan was intended to help the entire nation grow and prosper. Even after his government ended following a military coup in 1961, his ideas remained. The subsequent administration actually used his original economic plan to develop the country. His life remains a significant example of leadership through periods of intense transition.
