It sits at the center of the eastern seaboard of Cebu Island. The city serves as the capital of the Cebu province. However, it is administratively independent from the provincial government. It is one of three cities in the province that hold this status. These cities include Lapu-Lapu and Mandaue. Cebu City is the largest city within its province. It also acts as the regional center for all of Central Visayas.

The city is a vital economic engine for the southern Philippines. It is known as the country's main domestic shipping port. About 80% of the Philippines' domestic shipping companies are based here. This makes the city a prime trading center for the southern part of the country. Its metropolitan area, known as Metro Cebu, exerts influence over many areas. This influence reaches into Central Visayas, Eastern Visayas, and parts of Mindanao. Metro Cebu is the second largest metropolitan area in the Philippines. As of the 2024 census, the total population of Metro Cebu was 3,207,256. This large area includes several other cities and towns. These include Carcar, Danao, Lapu-Lapu, Mandaue, Naga, and Talisay. It also includes towns like Compostela, Consolacion, Cordova, Liloan, Minglanilla, and San Fernando.

The name "Cebu" has deep linguistic roots. It is a 16th or 17th century Spanish pronunciation of the native name Sugbo.

The word *sugbu* in Cebuano means "to dive into water." This same meaning exists in other languages like Tagalog and Hiligaynon. The name likely comes from the Proto-Philippine word *sug(e)bu*, which means "to wade into water." One historical entry defines the term as placing something partially into the water. This is similar to how other Philippine settlements are named after plants or water. For example, Manila and Talisay are named after plants. Iloilo and Mindanao are named after bodies of water. Early Chinese records from the Ming Dynasty also mention the area. The Selden Map records the island as "sokbu" in the early 17th century.

Archaeological evidence suggests a long history of settlement in the area. While exact dates for the naming of Sugbo are unknown, artifacts date back to the 14th or 15th centuries. Some geological studies suggest settlement began as early as the 10th century.

Ancient Chinese Annals from 1225 mention a kingdom called Suwu. This is presumed to be the same location. Maritime logs from 1471 to 1588 show shipping lanes connected the Rajahnate of Cebu to Manila. The industries of the Cebu Rajahnate included seaweed, iron smithing, terraced rice, and native cotton. The inhabitants were part of a group called the Visayans. These were often coastal port kingdoms with limited agricultural development. These groups were known for their maritime prowess and ability to sail long distances.

European contact changed the course of the city's history. On April 7, 1521, Ferdinand Magellan landed in Cebu. He was welcomed by a local leader named Rajah Humabon. However, Magellan was later killed in the Battle of Mactan. The Spanish returned in 1565 under the leadership of Miguel López de Legazpi.

They arrived in Cebu on April 15, 1565. They eventually took possession of the island on behalf of the Spanish Crown. The Treaty of Cebu was formalized on July 3, 1565. The new city was named Villa de San Miguel de Cebú. The settlement grew and was eventually fortified by Fort San Pedro. The city also became a safe port for ships traveling from Mexico.

Cebu City has undergone massive changes in modern times. Since the 1990s, the city has seen rapid economic growth. This period of growth is often called "Ceboom." Because of its importance, the city is called the "Queen City of the South." The city's current boundaries are an amalgamation of several former municipalities. These include Cebu, San Nicolas, El Pardo, Mabolo, Talamban, and Banilad. Today, the city is a mix of historical sites and modern developments. You can see historic landmarks like Magellan's Cross.
