Carnegie had a special rule for towns. He did not just give money for the building. The town had to promise to pay for the books and the staff. They also had to pay for the upkeep of the building. This way, the library could stay open for a long time.

Women helped make these libraries a reality. Many women's clubs led the work in their towns. They raised money and asked leaders for support. In the Southern United States, Carnegie also funded libraries for Black people. These were built because Black people were often denied access to other libraries.
