Mazarin held this position from 1642 until his death in 1661. He was a cardinal, which is a high-ranking official in the Catholic Church. He was made a cardinal in 1641. Mazarin was essential to the government of France for nearly two decades. His work helped shape how different countries interact with one another today.

Mazarin's career relied on a specific method of diplomacy. He traveled constantly between many different cities and leaders. This allowed him to build trust with important decision-makers. He worked as a papal diplomat for Pope Urban VIII before moving to Paris.

In 1630, he demonstrated his skill during a crisis near the town of Casale. Two armies were prepared to fight. Mazarin rode a horse toward them carrying a flag. He shouted "Pace! Pace!" which means "Peace! Peace!" in Italian. He successfully brought the commanders together to reach an agreement. This event led to the Treaty of Cherasco in 1631.

Mazarin's political life moved through several distinct stages. First, he was a diplomat for the Pope in Rome. He then moved to Paris in 1640 to serve Cardinal Richelieu. Richelieu became Mazarin's mentor in French politics. After Richelieu died in 1642, Mazarin became the first minister. He served King Louis XIII first. When Louis XIV took the throne in 1643, Mazarin remained in power.

He acted as the head of government for the Queen mother, Anne of Austria. She was the regent for the young king. Mazarin also managed the king's education until he was an adult.

His time in office included periods of intense conflict. Between 1648 and 1653, France faced a major uprising called the Fronde. This rebellion was led by the nobles of the Parlement of Paris. A second part of the Fronde was led by Louis, Grand Condé.

Condé had once been an ally but became an enemy. During this time, Mazarin moved the royal family out of Paris. He even moved his base to Germany for a period. Eventually, the general Turenne defeated Condé. This allowed Mazarin to return to Paris in 1653.

Mazarin achieved many significant diplomatic victories in his later years. Between 1657 and 1661, he secured several major agreements. In 1657, he created a military alliance with England. In 1658, he introduced the League of the Rhine. That same year, Turenne won a decisive victory at the Battle of the Dunes.

Beyond politics, Mazarin was a major patron of the arts. He introduced Italian opera to Paris on a grand scale. He also collected a massive amount of art. Much of this collection is now located in the Louvre museum.

Mazarin's influence extends to modern international law. He helped establish the Westphalian principles. These principles were part of the Peace of Westphalia from 1646 to 1648. One key principle is state sovereignty. This means a nation has control over its own territory and domestic affairs. Another principle is the legal equality among different states. These ideas remain the foundation of how countries interact in the modern world order.
