Cai's ideas for education were very specific. He advocated for five distinct types of education. These included military education for citizens and utilitarian education. He also promoted civic education and education for a world view. Finally, he believed in aesthetic education. Aesthetic education focuses on the study of beauty and art. Cai believed art could help build public morality and civic virtue. He thought beauty could help create social stability.

Cai's career moved through many important stages. He began by working in schools in Shaoxing, Zhejiang. In 1898, he served as a superintendent for a Chinese-Western school. He later worked at Nanyang Public School. In 1907, he traveled to Germany to study at the University of Leipzig. There, he studied philosophy, psychology, and art history. He studied under famous scholars like Wilhelm Wundt. This international experience shaped his later views on mixing cultures.

In 1912, Cai became the Minister of Education for the new Republic of China. He even suggested using films to support public education. In 1917, he became the President of Peking University. This was a very important time for Chinese thinkers. Cai recruited many famous intellectuals to the university. This group included future leaders like Chen Duxiu and Li Dazhao. He also brought in thinkers like Hu Shih and Liang Shuming.

Cai fought for academic freedom and democracy. He wanted universities to be independent from government control. He tried to protect the University Council from political pressure. He also promoted "liberality," which means being open to new ideas. He connected Western concepts like freedom and equity to Chinese virtues. He believed in the importance of a pure research atmosphere. This allowed students and teachers to study without fear.

Cai also worked for the rights of women. He believed in educational equity for all genders. In 1920, he helped allow women to be admitted to Peking University. He also supported mixed-sex education. Cai spoke out against unfair traditions like foot binding and concubinage. He supported a woman's right to divorce and remarry. However, his views on women were a mix of modern and traditional. He still believed in some traditional Confucian roles for women in the home.

Later in life, Cai faced difficult political times. He was involved in the May Fourth Movement in 1919. He resigned from his position in protest after student leaders were jailed. In 1928, he helped found the Academia Sinica. This was a major institution for scientific research. He also co-founded the National College of Music. This school later became the Shanghai Conservatory of Music.

However, he also helped found the China League for Civil Rights. This group criticized the government for abusing its power. In 1933, a colleague in the League was killed in the street. This event caused Cai to withdraw from public life. He died in Hong Kong in 1940 at the age of 72.
