Biosecurity

Biosecurity refers to the strategic measures taken to prevent the introduction or spread of harmful organisms. These organisms include viruses, bacteria, plants, and animals.

The goal is to stop these living things from moving outside their native ranges. This movement can happen intentionally or unintentionally. Biosecurity protects human health, agricultural production, and the wider environment. It is a vital system for managing biological threats to people and industries.

In agriculture, biosecurity protects food crops and livestock from pests and invasive species. These organisms can damage the welfare of human populations. Animal biosecurity involves preventing the spread of disease agents within a specific area. One key method is biocontainment, which controls disease agents already present in a location. Biocontainment works to improve specific immunity toward these existing pathogens. Biosecurity can be applied to areas as large as a nation or as small as a single farm.

It also protects the aquaculture industry from fungal, bacterial, or viral infections in fish.

Biosecurity also addresses risks within scientific research facilities. There is a distinction between laboratory biosafety and laboratory biosecurity. Laboratory biosafety focuses on protecting researchers and the environment from the accidental release of infectious agents. In contrast, laboratory biosecurity involves systems used to prevent dangerous biological agents from being stolen or used maliciously. A biosecurity program includes physical security, personnel security, material control, transport security, and information security. These layers of protection ensure that biological research remains safe and controlled.

Some scientific research is classified as dual-use research. This refers to biological research that has a legitimate scientific purpose but could be misused to pose a threat. Such research might threaten public health or national security if used to develop biological weapons. To manage this, the United States created the National Science Advisory Board on Biosecurity in 2004. This board provides oversight for these sensitive studies. The goal is to prevent dangerous materials from falling into the hands of malevolent parties.

Different organizations have provided important definitions for biosecurity over time. New Zealand was an early leader with its Biosecurity Act of 1993. In 2001, the US National Association of State Departments of Agriculture defined it as risk management against biological threats. The World Health Organization (WHO) later described it as an integrated approach to managing risks to human, animal, and plant life. This approach helps protect the industries that depend on healthy biological systems. These definitions help guide how nations respond to biological emergencies.

Global cooperation is essential for managing large-scale biological threats. The International Health Regulations (IHR) is a legally binding agreement for 196 nations. Its purpose is to prevent and respond to public health risks that could cross borders. This helps the international community respond to acute risks without unnecessary interference in trade. Other groups, like the World Trade Organization, use agreements to protect agricultural imports. These international frameworks ensure that countries work together to manage the spread of disease.

When diseases spread globally, they can cause pandemics. Examples include the 1918 Spanish flu, MERS, SARS, and the COVID-19 pandemic. To fight these, humans use medical countermeasures (MCMs). These are products like pharmaceutical drugs and biologics used to treat or prevent the effects of an attack or emergency. In the US, the Food and Drug Administration (FDA) runs a program to support these medical tools. These measures are critical for protecting public health during major biological crises.
