In response, Benazir and her mother, Nusrat, took control of the PPP. They led the Movement for the Restoration of Democracy (MRD) to challenge military rule. Bhutto faced frequent imprisonment by the government of Zia-ul-Haq. She eventually entered self-exile in Great Britain in 1984. She returned to Pakistan in 1986 and transformed the PPP. She moved the party from a socialist platform toward a liberal economic model.

Her leadership was marked by intense political struggle and instability.

After winning the 1988 election, she faced opposition from conservative and Islamist forces. These groups included the military and President Ghulam Ishaq Khan. Her first government was dismissed in 1990 amid accusations of corruption and nepotism. She later regained power in the 1993 elections. During her second term, she focused on economic privatisation and advancing women's rights. However, her administration faced many crises. These included a failed coup d'état in 1995 and the death of her brother, Murtaza.

Following another dismissal by President Farooq Leghari, she lived in exile for a decade.

Bhutto's final years were defined by her return to the political stage. After years in Dubai and London, she negotiated a return to Pakistan in 2007. This was facilitated by discussions involving the United States and President Pervez Musharraf. She campaigned to run in the 2008 elections. Her platform focused on civilian oversight of the military. She also spoke out against rising Islamist violence.
