However, a dispute between the Netherlands and Indonesia regarding West New Guinea forced him to move. He completed his studies at the Technische Hochschule Aachen in Germany instead. In 1960, he earned his engineer's degree, known as a Diplom-Ingenieur. By 1965, he received his doctorate with a "very good" grade, becoming a Doktoringenieur. 
In 1974, Habibie returned to Indonesia to lead the nation's industrialization efforts. He was recruited by President Suharto to help develop the country's technological capabilities. Habibie eventually became the CEO of the Nusantara Aircraft Industry, also known as IPTN. To build this industry, he used a unique strategy called "Begin at the End and End at the Beginning." This method prioritized actual manufacturing as the first objective, while treating basic research as a later focus. 
Habibie's political career reached its peak during a time of great national change. He served as the state minister of research and technology starting in 1978. In March 1998, he was elected as the seventh vice president of Indonesia. Only two months after his inauguration, President Suharto resigned after 32 years in power. 
As president, Habibie implemented several landmark reforms to increase freedom in Indonesia. He liberalized the laws regarding political parties and the press, allowing for more open communication. He also ordered the release of political prisoners and promised early democratic elections. One of his most significant decisions involved East Timor. He offered the territory special autonomy or the choice of independence through a referendum. In August 1999, the people of East Timor voted overwhelmingly for independence. 
Habibie's life was marked by both scientific achievement and intense political responsibility. He managed ten different state-owned industries by 1991, including sectors for steel, energy, and communications. These industries utilized nearly $2 billion in state funding annually by 1993. Beyond his technical and political roles, he was a dedicated educator. He created several scholarship programs, such as the Overseas Fellowship Program, to help students study STEM fields abroad.
