He was born on June 16, 1583, at a place called Fånö in Uppland. His parents, Gustaf Gabrielsson Oxenstierna and Barbro Axelsdotter Bielke, came from very old and powerful families. These families had held high jobs in the state and the church for many years. Axel was the oldest of nine siblings. After his father died, his mother sent him and his brothers to study abroad. They attended universities in Rostock, Wittenberg, and Jena to prepare for their future roles.

Oxenstierna was a very skilled organizer and a talented diplomat.

He began his career as a servant to King Charles IX. Later, he became a trusted advisor to King Gustavus Adolphus. He even learned the Scots language to help with official letters. In 1612, he became the Lord High Chancellor of Sweden. This was a very high position in the Privy Council. He was excellent at managing the many things a country needs to run. He made sure the armies and fleets had enough men, money, and food.

During his career, Oxenstierna helped lead Sweden through many difficult wars. He worked hard to find peace through treaties, like the Treaty of Knäred in 1613. He also served as a Governor-General in places like Prussia and Livonia. In Prussia, he managed important things like tolls and the grain trade.

When the Thirty Years' War began in 1630, his work was vital. He used money from foreign businessmen to hire soldiers for the Swedish army. Even when King Gustavus Adolphus died in the Battle of Lützen in 1632, Oxenstierna kept working. He became the supreme commander of the Swedish troops in Germany.

Oxenstierna helped build the way modern governments work today.

When the king died, the new Queen Christina was only six years old. Axel led a council to help rule the country until she grew up. In 1634, he wrote a new set of laws called the Instrument of Government. These laws helped create the central structure of the Swedish state. He also helped create counties to organize the land. His leadership helped Sweden stay strong during a very uncertain time.

Later in life, Axel returned to Stockholm to teach Queen Christina about ruling.
