Before the High Dam, the Nile River followed a natural cycle of annual flooding. During late summer, the river would overflow its banks from the East African drainage basin. These floods carried natural nutrients and minerals that enriched the soil in the floodplain and delta. This process made the Nile valley ideal for farming since ancient times. However, the natural flooding was unpredictable and dangerous. High-water years could destroy entire crops through destruction. Conversely, low-water years caused widespread drought and famine. The High Dam was built upstream of this older structure. The modern plan for the High Dam was developed by engineer Adrian Daninos in 1952. Following the 1952 Egyptian revolution, the new government moved to realize this vision.

Building the dam was complicated by the political tensions of the Cold War. Initially, the United States and the United Kingdom offered to help finance the project. They offered a loan of $270 million in exchange for political cooperation. However, these offers were withdrawn due to various diplomatic conflicts. The U.S. was concerned about Egypt's neutrality and its relations with the Soviet Union. In 1956, the Soviet Union stepped in to provide significant support. One such company, the Arab Contractors led by Osman Ahmed Osman, won the contract. The reservoir began filling in 1964, and the dam was completed in 1970. The reservoir finally reached its full capacity by 1976.

The dam has had profound effects on the Egyptian economy and the local environment. While it changed the landscape, it did not materially hurt the Egyptian balance of payments. In fact, between 1965 and 1970, export earnings from reclaimed land reached about $126 million. This helped offset the $113 million paid in debt service to the USSR. However, the project also required major rescue efforts for historical sites. Because the rising waters of Lake Nasser threatened to submerge ancient monuments, UNESCO led a mission to save them. One famous example is the temple of Abu Simbel.
