In 1970, the political structure of Guyana changed significantly. The country became a republic under the leadership of Forbes Burnham. The Guyanese National Assembly elected Chung to be the first president. He officially took office on March 17, 1970. During his presidency, his role was that of a ceremonial head of state. This meant he held powers similar to a governor-general. While he was the head of state, Forbes Burnham served as the head of government. As president, Chung also held two specific titles. He was the commander-in-chief of the Armed Forces and the chancellor of the Orders of Guyana.

Chung's presidency involved important international relations. On June 27, 1972, Guyana established formal diplomatic relations with China. This was a historic achievement for the region. Guyana became the first English-speaking Caribbean country to connect with the People's Republic of China. Chung continued these ties through personal diplomacy. In 1977, he traveled to China for an official visit. During this trip, he met with various ambassadors and government officials. These actions helped define Guyana's place in the global community.

A constitutional revision changed how the presidency functioned. This change happened ten years after Chung first took office. The presidency was transformed into an executive position. Because of this change, Forbes Burnham succeeded Chung as president on October 6, 1980. Chung lived for many years after leaving office. He died on June 23, 2008, at his home in Bel Air Springs, Georgetown. He was 90 years old. He had been hospitalized several times in the two months before his death.
