Alexis made many big changes to how his country worked. He worked with a tutor named Boris Morozov to help run the land. Morozov wanted to use ideas from Western Europe. They tried to make the government more efficient. They also tried to limit the power of foreign traders. However, things were not always easy for the people. In 1648, the government asked for much higher taxes. This made many people in Moscow very angry. A large protest called the Salt Riot broke out in May 1648.

To keep his country safe, Alexis changed the army. He created new types of military groups. These were called New Order Regiments. They included groups like Reiters, Soldiers, Dragoons, and Hussars.

Religion also caused big changes in his time. A leader named Patriarch Nikon made new rules for the church. These changes were not popular with everyone. People who disagreed with the new rules became known as the Old Believers.

By the end of his life, Russia was much larger. Alexis could call himself the "Tsar of all the Russias." He even made a new state seal in 1667. This seal showed an eagle holding a sceptre and an orb.

He ruled Russia from 1645 until his death in 1676. Alexis was a significant leader because he was the first Tsar to sign laws using his own authority. His government passed the Sobornoye Ulozheniye in 1649. This legal code strengthened the connection between the autocracy and the lower nobility. By the end of his reign, the Russian state had expanded significantly in size. He eventually adopted the title "Tsar of all the Russias" to reflect these new territories.

Alexis began his rule at the age of sixteen. His early years were guided by a tutor named Boris Morozov. Morozov was a boyar, which is a member of the high nobility, who was interested in Western ideas. He helped Alexis pursue a peaceful foreign policy for a time. Morozov also tried to limit the privileges of foreign traders. However, the government's attempt to triple the tax burden in 1648 caused great anger. This led to the Salt Riot in Moscow in May 1648. As a result, the Tsar had to dismiss Morozov and send him into exile.

To strengthen the nation, Alexis focused on military reform. He created what were known as New Order Regiments. These included specific groups called Reiters, Soldiers, Dragoons, and Hussars.

To build these units, the Tsar hired many military specialists from Europe. This was possible because the Thirty Years' War had ended, leaving many professionals available for hire. These new regiments became the backbone of the Russian army. This military growth allowed Russia to engage in major conflicts with neighboring powers.

Alexis's reign involved several difficult wars. He fought against the Safavid Empire in Iran regarding fortifications in the North Caucasus. In 1653, he sent an embassy to Isfahan to reach a peaceful settlement.

He also fought wars against Poland and Sweden. The conflict with Poland resulted in the Treaty of Andrusovo in 1667. This treaty allowed Russia to keep important cities like Smolensk and Kiev. These territorial gains changed the map of Eastern Europe. These successes helped Alexis claim an imperial rank for his rule.

Internal instability also challenged the Tsar's authority. The wars with Poland and Sweden put a heavy strain on the Russian economy. In 1654, the government began minting large amounts of copper coins to increase revenue. This caused the ruble to lose its value and created a financial crisis. This crisis led to the Copper Riot in Moscow in 1662. Additionally, a Cossack named Stenka Razin led a major rebellion in southern Russia starting in 1669. Razin captured several towns along the Volga river before he was finally captured in 1671.

Religion was another source of major change and conflict. Patriarch Nikon, who became the Tsar's chief minister in 1651, introduced liturgical reforms.

These reforms changed how people performed religious rituals, such as the way they made the sign of the cross. Many people disagreed with these changes and broke away from the official church. These people became known as the Old Believers. The government responded to this dissent with harsh persecution. This religious schism created deep divisions within Russian society that lasted for a long time.

Despite these struggles, Alexis is remembered for his personal character. He earned the nickname "Tishayshy," which means "the most quiet" or "most peaceful."
