Sir William Alexander Clarke Bustamante was a transformative political leader in Jamaica. He is best known as the founder of the Jamaica Labour Party (JLP). He also served as the nation's very first prime minister. His leadership helped guide Jamaica from a British colony to an independent country.

His work focused on labor rights and political reform. This shaped the modern structure of the Jamaican government.

Bustamante's early life involved significant travel and identity shifts. He was born on February 24, 1884, in Blenheim, Hanover. His parents were Mary Clarke and Robert Constantine Clarke. He later adopted the surname Bustamante to honor a Spanish sea captain. In 1905, at age 21, he migrated to Cuba. He worked in the expanding sugar industry there for about thirty years. He finally returned to Jamaica permanently during the 1930s.

Upon his return, Bustamante became a powerful voice for the working class. He gained recognition by writing letters to the Daily Gleaner newspaper. In 1937, he was elected treasurer of the Jamaica Workers' Union (JWU). During the labor rebellion of 1938, he acted as a spokesman for striking workers. Most of these workers were of African and mixed-race descent. Following this revolt, the JWU became the Bustamante Industrial Trade Union (BITU). His followers began calling him "The Chief."

His political journey included periods of intense conflict with colonial authorities. In 1940, he was imprisoned for subversive activities. He was eventually released in 1943 after being defended by N.W. Manley. That same year, he founded the Jamaica Labour Party. This was a separate group from the People's National Party (PNP). The PNP had been founded in 1938 by his first cousin, Norman Manley. In the 1944 general election, the JLP won 22 of the 32 available seats.

Bustamante played a key role in the shift toward self-governance. In 1953, a new constitution allowed for a chief minister. Bustamante became Jamaica's first chief minister during this year. He held this position until the JLP lost the 1955 election. During that election, the PNP won 18 of 32 seats. This allowed Norman Manley to become the new chief minister. Later, in 1959, Manley became the island's first premier.

As the 1960s approached, Bustamante pushed for full independence from Great Britain. He eventually opposed the West Indies Federation. In a 1961 referendum, 54% of voters chose to leave the Federation. In the April 1962 general election, the JLP won 26 seats. This victory led to Jamaica's independence on August 6, 1962. On that historic day, Bustamante became the first prime minister. He served in this role until 1967.

His leadership also involved difficult and controversial social conflicts. He had a contentious relationship with Leonard P. Howell, the founder of Rastafari. Bustamante viewed the Rastafarian movement as a revolutionary threat to order. In 1963, following the Coral Gardens incident, his government took harsh actions. He ordered police and army forces to detain Rastafarians. Over 150 people were detained, and an unknown number were killed.

Bustamante's legacy is preserved through many official honors and cultural symbols. He is recognized as one of Jamaica's National Heroes. His portrait appears on the one dollar coin and the one thousand dollar note. A candy called the "Bustamante backbone" is named after him. This coconut and ginger confection is said to represent his firmness of character. He died in 1977 and was buried in National Heroes Park in Kingston.
