In the United States, author Pearl Buck wrote stories to encourage donations. Eventually, the United States provided a large loan of wheat and flour.
The long-term legacy of the flood involves major engineering projects. The government created the Huai River Conservancy Commission to address future flood problems. Later, in 1953, Mao Zedong promoted the Three Gorges Dam project. He believed it should be a major achievement for China. While the project faced many delays due to wars and economic issues, it eventually moved forward. The hydroelectric Three Gorges Dam began full operation in 2012. It is now the world's largest power station in terms of installed capacity.
