Many civilians suffered greatly due to a blockade that limited food and supplies.

This move was intended to weaken the support for secession in the East. By creating new states, he gave minority ethnic groups their own areas to govern. This helped ensure that many groups would support the federal government instead of the Biafran movement. The war also led to the rapid expansion of the Nigerian military. It saw the birth of the Nigerian Air Force and a rise in technical sophistication.
When the war ended, Gowon focused on national healing. He famously declared that there would be "no victor, no vanquished." This policy aimed to promote reconciliation and reconstruction across the country.
