Jammeh and three other junior officers overthrew the elected government of Sir Dawda Jawara. The coup was bloodless, meaning no fighting occurred during the transition. Following the coup, Jammeh became the chairman of the AFPRC. He initially ruled by decree, which means he made laws through official orders rather than through a legislature.

Jammeh transitioned from military rule to elected presidency through a new constitution. This constitution was approved by 70% of voters in a 1996 referendum. Under these rules, Jammeh could run for president for an unlimited number of five-year terms. He won the 1996 election with 56% of the vote. He was later re-elected in 2001, 2006, and 2011. During his later terms, he received as much as 72% of the popular vote.
