Webster's journey began in St. Louis, Missouri. He was born on March 6, 1924, to Thomas Milliken Webster and Katherine Hedgcock. He attended school in Webster Groves, Missouri, before joining the United States Navy. He served as a lieutenant during World War II. After the war, he attended Amherst College in Massachusetts. He graduated with a Bachelor of Arts degree in 1947. He later earned a Juris Doctor from the Washington University School of Law in 1949. He also served in the Navy again during the Korean War.

Before leading national agencies, Webster built a career in the legal system. He worked at the law firm Armstrong Teasdale in St. Louis. He then moved into public service as the United States Attorney for the Eastern District of Missouri from 1960 to 1961. In 1970, President Richard Nixon nominated him to the United States District Court for the Eastern District of Missouri. He was confirmed by the Senate in December of that year. In 1973, he was elevated to the United States Court of Appeals for the Eighth Circuit. He served as a federal judge until February 22, 1978.

In 1978, President Jimmy Carter appointed Webster as the director of the FBI. This was a significant choice because Webster was a registered Republican. He took the position on February 23, 1978, and served until 1987. His time at the FBI was later depicted in the Netflix show Mindhunter. After his time at the FBI, he moved to a new leadership role. In 1987, President Ronald Reagan appointed him as the director of the CIA.

Webster led the CIA from May 26, 1987, until August 31, 1991. His term lasted four years and 97 days. This was the fifth-longest term of any director in the agency's history.

After retiring from the CIA, Webster returned to the field of law. He practiced at the firm Milbank, where he focused on arbitration and mediation. Arbitration and mediation are ways to settle legal disagreements without a full trial. In 2002, he became the first chairman of the Public Company Accounting Oversight Board (PCAOB). This role was short because his appointment was controversial. He resigned less than three weeks after the board was established. Later, he served as the chairman of the Homeland Security Advisory Council from 2005 to 2020.

Webster received many prestigious honors for his long career in service. In 1991, he was awarded the Presidential Medal of Freedom. He also received the Distinguished Intelligence Medal and the National Security Medal. Washington University gave him several awards, including the Alumni Citation and the Distinguished Alumnus Award. He was even named "Man of the Year" by the St. Louis Globe-Democrat. In 2005, he served as an honorary chairman for the OSS Society and received the William J. Donovan Award.

In his later years, Webster remained active in national discussions. During the 2020 presidential election, he joined over 130 other former Republican national security officials. They signed a statement regarding the fitness of President Trump to serve another term. They stated it was in the nation's best interest for Vice President Joe Biden to be elected. Webster also endorsed Kamala Harris in 2024. He lived a very long life and reached the age of 100 in 2024. He died on August 8, 2025, in Warrenton, Virginia, at the age of 101.
