Gopallawa's early life provided a foundation for his future leadership. He was born on 17 September 1896, in Dullewe, Aluvihare. His family had historical connections to the Kandiyan Convention of 1815. After his father died when he was three, he attended several schools in Kandy. He was a Scout during his time at Dharmaraja College. After finishing his exams in 1917, he worked as a teacher. He helped students by establishing a library and a Scout troop.

His professional life began in the legal field. He joined the Ceylon Law College in Colombo in 1920. By 1924, he was a registered proctor and notary public. He practiced law in Kandy, Matale, and Dumbara. Gopallawa also moved into local government administration. He served as the Municipal Commissioner for Kandy starting in 1939. He managed the city during World War II. He also provided efficient leadership during the great floods of 1950. Later, he became the Municipal Commissioner of the Colombo Municipal Council.

Political and diplomatic roles defined his middle years. He served on the Matale Urban Council for 13 years starting in 1926. He was the youngest Urban Council Chairman in Ceylon at that time. In 1960, he began serving as the second Ambassador to the People's Republic of China. Shortly after, he was moved to a new diplomatic post. In 1961, he served as the Ambassador to the United States. In 1962, Gopallawa returned to Ceylon to serve as Governor-General. This role meant he was the viceregal representative of Queen Elizabeth II. He was the first Buddhist to hold this specific position. He served under three different governments during his tenure. These included two governments led by Sirimavo Bandaranaike and one led by Dudley Senanayake. He is remembered for a landmark constitutional decision in 1965. After the general election, the UNP won the most seats but lacked an absolute majority. The SLFP government wanted to delay the transition of power. However, Gopallawa invited the UNP to form the government to respect the constitution. This action helped avoid a major crisis of leadership.

A massive shift occurred in the country on 22 May 1972. Ceylon officially became the Republic of Sri Lanka. At this moment, Gopallawa transitioned from Governor-General to the first President. His presidency was non-executive, meaning it was largely ceremonial. He represented the nation on the international stage through various trips. In 1975, he traveled to Nepal to attend the coronation of Crown Prince Birendra. He also conducted a state visit in 1977 to discuss regional cooperation.

Gopallawa's era of leadership ended due to constitutional changes. In February 1978, he stepped down from the presidency. These changes created a new office called the executive presidency. This new role was filled by Junius Richard Jayewardene. Gopallawa's life remains a significant part of Sri Lankan history. He moved from local teaching to the highest levels of international diplomacy. He helped bridge the gap between the era of Ceylon and the era of Sri Lanka.
