Wilhelm's entry into the world was physically traumatic for both him and his mother. During a difficult breech birth, doctors administered chloroform and ergot extract to manage the delivery. 

His upbringing was deeply influenced by the Prussian military aristocracy. Wilhelm studied law and politics at the University of Bonn and was a member of the Corps Borussia Bonn. 
In March 1888, Wilhelm's father became Frederick III. Frederick died only 99 days later, making Wilhelm the Kaiser. In March 1890, Wilhelm dismissed the longtime Chancellor, Otto von Bismarck. 

Wilhelm's foreign policy frequently antagonized other European nations. He initiated a massive naval build-up that challenged existing maritime powers. He also contested French control of Morocco and supported Austria-Hungary's annexation of Bosnia. One specific project, a railway through Baghdad, threatened Britain's access to the Persian Gulf. These actions isolated Germany from most of Europe. By the second decade of the 20th century, Germany's primary allies were the declining Ottoman Empire and Austria-Hungary. 

During World War I, Wilhelm's role as a leader was largely passive. He delegated most strategic and organizational decisions to the German Supreme Army Command. By August 1916, this delegation had created a de facto military dictatorship.
In 1918, the German Revolution forced Wilhelm to abdicate his throne. This event transitioned Germany into the Weimar Republic, an unstable democratic state. Wilhelm fled to exile in the Netherlands. He remained there during the Nazi occupation of the country in 1940. He died in the Netherlands in 1941.
