At that time, West Lake was only a shallow bay. Over time, the Qiantang River deposited sand and rocks outside this bay. This created a lagoon about 2,000 years ago. Streams from the nearby mountains eventually turned the water into freshwater. However, silt deposits constantly threatened to turn the lake into a swamp.
To prevent the lake from disappearing, people have used a process called dredging. Dredging involves digging out the mud and silt from the bottom. During the Tang dynasty, official Li Bi used underground pipes to divert water into the city. He created six ponds to help secure the water supply. In 822, the official Bai Juyi dredged the lake to clear it. He used the collected silt to build a long path called a causeway. Later, in 1089, Su Shi ordered the construction of the Su Causeway using dredged material. 
West Lake has been a major cultural landmark for many centuries. It became a popular tourist destination during the Song dynasty (960–1279). During this time, the imperial capital moved to Hangzhou. This migration brought many educated people to the area. These residents used the lake to escape the stress of city life. The lake inspired many famous poets, including Bai Juyi and Su Shi. It also became known as Xizi Lake because of Su Shi's comparisons.
The lake's fame spread far beyond China through travelers and monks. Japanese monks visited the local temples and carried images of the lake home. The explorer Marco Polo also introduced the lake to Europeans. By the late Song dynasty, tourism became a structured business. People could hire tour guides or visit seasonal markets. There were even standardized routes for sightseeing. Visitors enjoyed riding in hundreds of intricately decorated boats.

Today, the lake is managed by the Management Committee of Hangzhou West Lake Scenic Area. This special administration was formed in 2002 to focus on gardening and cultural preservation. The area was the first major Chinese tourist attraction to stop charging admission fees. It remains extremely popular with visitors. During the seven-day 2024 National Day holiday, the area received 4.426 million visitors. This was a 30.92% increase compared to the previous year.
