His life changed because of many wars. The French forces led by Napoleon occupied much of his family's land. This forced his older brother, Charles Emmanuel IV, to move to the island of Sardinia. The island was the only part the French did not take. Charles Emmanuel IV had no children of his own. Because of this, he gave the throne to his younger brother in 1802.

Victor Emmanuel ruled from the city of Cagliari for twelve years. During this time, he created a group called the Carabinieri. This was a special group of guards for the state. Even today, they are a part of the Italian Armed Forces.

In 1814, Napoleon was finally defeated in the Napoleonic Wars. This allowed Victor Emmanuel to return to the city of Turin. The Congress of Vienna helped rebuild his lands. He added the lands of the former Republic of Genoa to his kingdom.

As a king, he made many very strict choices. He did not want to give people a liberal constitution. This is a set of rules that gives people more rights. Instead, he brought back old and harsh laws. He also made laws that were unfair to Jewish people and Waldensians. He gave control of schools to the Church. These strict rules caused many people to become unhappy with his rule.

In March 1821, a revolution began in Italy. A group called the Carbonari led this movement for change. They wanted more freedoms for the people. Victor Emmanuel did not want to follow their ideas. On March 12, 1821, he decided to step down from being king. This is called abdicating. His brother, Charles Felix, became the new king of Sardinia. Victor Emmanuel lived in different cities until he died in 1824. He is buried in the Basilica of Superga.

He was born at the Royal Palace of Turin. His father was King Victor Amadeus III of Sardinia. His mother was Maria Antonia Ferdinanda of Spain. As the second son, he was known from birth as the Duke of Aosta. In 1789, he married Maria Theresa of Austria-Este. Together, they had seven children. One of these children would eventually become the Empress of Austria.

War and political shifts heavily influenced his early path to power. Between 1792 and 1796, his father fought against revolutionary forces in France. The French forces eventually won and forced a peace treaty. After his father died, his older brother Charles Emmanuel IV became king. However, French occupation and annexation of mainland territories followed.

This forced the royal family to withdraw to the island of Sardinia. The island was the only part of their domain that the French did not conquer. Because Charles Emmanuel IV had no children, he abdicated in 1802. This allowed Victor Emmanuel to ascend the throne.

For twelve years, Victor Emmanuel ruled the kingdom from Cagliari on the island of Sardinia. During this time, he established a specific military group. He constituted the Carabinieri, which was a Gendarmerie corps. This group served as a specialized police force for the state. Interestingly, the Carabinieri still exists today as a branch of the Italian Armed Forces.

In 1814, the Napoleonic Wars ended with Napoleon's defeat. This victory allowed Victor Emmanuel to return to his mainland capital, Turin.

The Congress of Vienna helped reorganize his territories after the war. His realm was reconstituted and expanded significantly. He gained the territories that once belonged to the Republic of Genoa. He also saw the Sardinian Navy established in Monaco. However, his rule was marked by a return to very strict governance. He abolished the freedoms that had been granted by the Napoleonic Codices. Instead, he restored the Regie Costituzioni and the Jus commune. These were older, more traditional legal systems.

Victor Emmanuel's domestic policies were often controversial and restrictive. He refused to grant a liberal constitution to his people. He also placed the responsibility for education solely in the hands of the Church. His legal system included laws that discriminated against specific groups. These included the Jewish people and the Waldensians. Furthermore, he strengthened customs barriers and controlled labor through strict laws. He also held expansionist ambitions in Lombardy. This desire to expand caused friction with the Austrian Empire.

In March 1821, these tensions led to a liberal revolution in Italy. This movement was largely organized by a group known as the Carbonari. The revolutionaries wanted more political freedoms and a new constitution.

On March 11, 1821, Victor Emmanuel met with his council of the crown. This council included his distant cousin, Charles Albert. Because the King refused to grant the requested liberal constitution, he decided to step down. On March 12, 1821, he abdicated the throne to his brother, Charles Felix. This transfer of power ended his reign as king.

After leaving the throne, Victor Emmanuel lived in several different cities. He eventually returned to the Castle of Moncalieri. He died there on January 10, 1824. He was buried in the Basilica of Superga. His life remains a study of how monarchs navigated the shift from old traditions to new revolutionary ideas. His family connections also linked him to many different European royal houses. Through his ancestry, he even carried a Jacobite claim to the thrones of England and Scotland.
