Franz Joseph ascended to the throne at only eighteen years old. He was a young leader entering a period of great political instability. He often preferred a reactionary style of rule, meaning he resisted new constitutional laws.

Conflict with Hungary was one of the most difficult parts of his early reign.

Hungary had an ancient constitution that limited the power of the crown. In 1848, the Hungarian parliament passed the April laws to establish civil rights. However, Franz Joseph revoked these laws without legal authority. This action caused a war for total independence between Hungary and the Habsburgs. Eventually, the tension led to the Austro-Hungarian Compromise of 1867. This agreement granted much greater autonomy to the Hungarian people.

Franz Joseph also faced significant military challenges in other regions.

During the Second and Third Italian Wars of Independence, the empire lost influence in Tuscany and Lombardy–Venetia. He also faced the Kingdom of Prussia in the Austro-Prussian War of 1866. While he did not lose territory to Prussia, the resulting Peace of Prague was a major shift. It settled the "German Question" in favor of Prussia. This prevented the House of Habsburg from leading the unification of Germany.

His personal life was marked by both marriage and deep tragedy.

He married his cousin, Duchess Elisabeth of Bavaria, in 1854. They had four children: Sophie, Gisela, Rudolf, and Marie Valerie. Despite his long period of peaceful rule, he suffered many personal losses. His brother, Maximilian I, was executed in Mexico in 1867. His son, Rudolf, died by suicide in 1889. His wife, Elisabeth, was assassinated in 1898.

In his later years, the empire dealt with intense nationalism in the Balkans. In 1908, Franz Joseph annexed Bosnia and Herzegovina. This caused the Bosnian Crisis due to regional tensions. The most significant event occurred on June 28, 1914, when his nephew, Archduke Franz Ferdinand, was assassinated in Sarajevo. This event led Austria-Hungary to declare war on the Kingdom of Serbia. Because of a complex system of international alliances, this triggered World War I. Franz Joseph died in 1916, and his grand-nephew Charles I succeeded him.
